In a medium saucepan, mix 1/3 cup flour with 2/3 cup water and 1/3 cup milk until flour is dissolved. Put the pan over medium heat and stir constantly until the mixture resembles a thick paste, about 3-5 minutes. Set aside.
combine 5 c. of flour, 1/3 c. sugar, 1 t. salt, and 4 t. yeast. Add the flour paste, 1 c. milk, 2 eggs, and 4 T. melted butter. Stir together to form a soft dough, knead 15-20 min. Form the dough into a ball and place into a lightly greased bowl. Cover with a damp cloth. rise 1 hour.
separate into 16 pieces. Shape into balls, flatten into a circle, fill and set down seam side down. Cover and rise 1 hr. Preheat oven 400. Brush with egg wash, lower heat to 350. Bake 25 min.
