Crust:
2 cups all-purpose flour
3/4 cup margarine, melted
1/3 cup powder sugar
1/4 tsp. salt
1/4 cup cocoa powder
Cookie Dough:
1/2 cup margarine, melted
1/2 cup brown sugar, packed
1 tsp. salt
1/3 cup skim milk
1 Tbsp. vanilla extract
1/2 cup oats
1/2 cup M & M's
Frosting:
1 (8 oz.) cool whip
1/4 cup cocoa powder

2 cup s all-purpose flour 3/4 cup margarine, melted 1/3 cup powder sugar 1/4 tsp salt 1/4 cup cocoa powder 1/2 cup margarine, melted 1/2 cup brown sugar, packed 1 tsp salt 1/3 cup skim milk 1 Tbsp vanilla extract 1/2 cup oats 1/2 cup M & M's 1 (8 oz.) cool whip 1/4 cup cocoa powder

Crust: Mix flour, margarine, sugar, salt and cocoa powder together.

Pour into a 13 x 9 x 2 baking dish. Bake at 350 degrees for 10 minutes.

Cool completely.

Cookie Dough: Mix margarine, sugar and salt together until smooth. Beat in milk, vanilla extract & oats. Add M & M's pieces to dough and mix well. Spread over crust and chill 10 minutes.

Topping: Mix cool whip and cocoa together.

Spread over cookie dough.

Decorate.
